Novasoft finishes the establishment of the Primary Care Information System in the Balearic Islands

Doctors will be able to access the medical history of their patients from anywhere.



Novasoft, having been selected by IBSalut after public tender, has been responsible for the establishment and centralisation of the primary care information system, e-SIAP, in the Balearic Community. Novasoft has also been responsible for funding the technological infrastructures of the Health Centres that are dependent on the Hospital Son Llàtzer in Palma de Mallorca.

The project, that was started in March 2003 and was finished in June 2005, has enabled the creation, using the e-SIAP Information System, of a tailored made application for the Primary Care sector in the Balearic Isles as a technological transfer. Currently, the unique electronic medical history is a reality in this community. The centralisation of the information system provides, amongst other functions, the booking of appointments in any medical diary, the production of a joint medication sheet for primary or specialised care, the setting up of the medical history by sections including nursing reports, the management of integrated health programmes such as cervical cancer or healthy child, the monitoring of interactions and allergies to any medication, the creation and management of the paediatric medical history and the diagnostic encoding which allows doctors to provide a diagnosis using codes accepted by the international medical community.

With regard to security, the system complies with the Data Protection Organic Law (LOPD), which guarantees the confidentiality of the medical histories. The IBSalut communication network guarantees the security of the communications thanks to the access to information through users' profiles.

Other important landmarks of this project are the establishment of the first electronic recipe system in a self governing community, the incorporation of the information system with the Balearic health care card in 2003 and the establishment of the pre appointment booking module in the call-centre, connected to all the health centres in the Balearic Isles and aimed at facilitating the administration of booking appointments with doctors and improving the service that the call-centre provides for the user of the Balearic health system.

Consequently, every Balearic Primary Care centre is completely computerised and connected to a centralised database that enables the consultation of medical histories from any location of the service network. The IB- Salut alongside Novasoft, the concessionaire company of the competition announced to apply the e-SIAP (Primary Care Medical History) project, have also worked in this project, which is included in the Systems Plan 2004-2007 and that has meant an investment of 3.7 millions euros, in co-ordination with the Communication and Technology Head Office of the Economy Ministry, the Treasury and the Innovation Department.

The development of the Primary Care Information System e-SIAP is based on its incorporation in the speciality area and in the laboratories; it is also based on the development of functions such as the centralised management of temporary disability or sick leaves, and prescriptions with visa cards.

This computerisation enables a monitoring of the assistance activity of the centre and of the care provided to patients in any circumstance or location. Regardless of where the information is produced, where the user is, and where the user is treated, you will be able to access the patient’s details in a unified way, which means an improvement in the accessibility and in the quality of the care provided.

The project developed in the Primary Care of the Balearic Isles Health Service is a comprehensive one, as it has considered all the technology, organisation and training aspects. It also considers the medical and administration processes and programmes such as booking appointments for patients and drawing up the diaries. The project includes other computer tools for Specialised Care, 061 and personalised health care card.

There are 145 health care centres that have been computerised. 1715 PCs have been installed, 1465 local printers and 97 printers have been linked to a network. Also,

- 613 General Practitioners and 115 Paediatricians

- 710 nurses, midwifes and nurse assistants

- 129 administrative and orderlies

- 20 social workers

- Casualty and 061 staff

- ESAD (Home Assistance Support Team)

have been trained and are using the new computer tool.

On the other hand, the actions planned from July 2005 to December are:
- Setting up the e-SIAP in hospitals: Casualties, Outpatients and patients in hospital.

- Setting up the e-SIAP in the Support Units of the health centres: Mental Health, Women Care.

- Setting up the appointment system for hospital specialists from the Primary Care centres.

- Appointment reminder using SMS.

- Setting up the health programmes: diabetes, obesity, nicotine poisoning, health child, early detection of a pregnancy, early detection of a cervix cancer, senior people at risk, asthma and EPOC.

Novasoft, Spanish company specialised in offering technology solutions for the management of knowledge, has 12 years of experience in the health sector and 306 professionals. During this time, Novasoft has worked alongside public and private health care organisations such as the Castilla La-Mancha (SESCAM), Andalusia (SAS) and Murcia, Adeslas, and Essaude in Portugal, amongst other Health Care Services. In 2004, the company earned almost 24 millions euros (added data), and reached 4,7millions euros of EBITDA.
